After learning that the Recording Academy had apparently decided to set aside for good its previous policy of rotating the annual Grammy Award ceremonies between New York and Los Angeles and hold it in L.A. for the third year in a row, New York Mayor Rudolph Giuliani has thumbed his nose at the music organization.
